China Actively Promotes Compliant Rare Earth Trade Globally

China is actively promoting a compliant and stable global trade in rare earths, underscoring the importance of securing a reliable supply chain amid ongoing dialogue with the United States. This commitment was articulated by He Yadong, spokesperson for the Ministry of Commerce (MOFCOM), during a recent press conference.

During the press briefing, He addressed queries from foreign reporters regarding the upcoming discussions between U.S. Trade Representative Jamieson Greer and Chinese officials. The talks are anticipated to focus on the substantial concerns each party has about trade conditions, including potential expansions of U.S. export control measures relating to rare earths.

He further elaborated that, following consensus reached in previous economic discussions in Kuala Lumpur, China has decided to suspend its planned export control measures, which were set to take effect on October 9, 2025, and will now remain inactive until November 10, 2026.

The spokesperson also reacted to a question concerning Greer's statements about the U.S.'s capabilities in sourcing Chinese rare earths while actively pursuing multilateral agreements to boost supply levels. Additionally, concerns were raised about the possibility of China reintroducing export restrictions.

In response, He reaffirmed China's commitment to maintaining the security and stability of the global industrial supply chain, indicating that the country is focused on addressing the legitimate needs and concerns of the global civilian sector, including those from the United States.

Moreover, He highlighted that export applications adhering to the criteria for legitimate civilian use would be processed in accordance with established laws, reinforcing China's intent to promote a transparent and compliant trade environment.

Zhou Mi, a senior research fellow at the Chinese Academy of International Trade and Economic Cooperation, commented that China has consistently engaged in dialogue with the U.S. on rare earth issues. This ongoing communication illustrates China's role as a responsible major power committed to both global industrial security and stable supply chains.

Zhou emphasized that China’s approach to the rare-earth industry is grounded in openness, coordination, and shared benefits, which not only caters to domestic economic needs but also enhances international partnerships, thereby contributing positively to the global economy.

In related statements, Chinese Foreign Ministry spokesperson Mao Ning reiterated that the economic and trade relations between China and the U.S. are inherently mutually beneficial, urging both nations to collaborate in implementing the agreements achieved by their respective leaders.

Gao Lingyun, a research fellow at the Chinese Academy of Social Sciences, added that continued communication between the two largest economies is crucial. Effective dialogue regarding trade issues is not only advantageous for China and the U.S., but also benefits the global community at large.
