China Introduces Landmark Law for Five-Year Plan Framework

Chinese lawmakers have formally enacted the National Development Planning Law, marking a significant milestone in national governance. This legislation was adopted during the closing session of the fourth meeting of the 14th National People's Congress.

The primary objective of this new law is to solidify the five-year plan system, establishing it as a cornerstone of national development and ensuring a stable framework for planning from 2026 to 2030.

Historically, China has implemented 14 five-year plans, each playing a pivotal role in the country's rapid economic transformation. Concurrently, the National People's Congress has also approved the outline for the upcoming 15th Five-Year Plan, which aims to further advance national economic and social development.

Official sources consider this legislation a vital advancement in formalizing China's enduring approach to economic growth and infrastructure development through the systematic use of five-year plans.

The law is designed to enhance coherence among various policy strategies while improving overall top-level design for national planning.

Tong Weidong, director of the State Law Department at the Legislative Affairs Commission, highlighted the significant economic implications that accompany this new law.

He also pointed out that establishing this legal framework is essential for fostering stable expectations within social capital, including the confidence of foreign investors.
