China Accelerates Offshore Wind Power Development with New Energy Boost

China is making significant strides in offshore wind power development, consolidating its leadership position in the renewable energy sector while simultaneously promoting environmental sustainability. The latest initiative involves the installation of 22 units of 10-megawatt wind turbines and 20 units of 14-megawatt turbines, which, when operational, are projected to generate over 1.5 billion kilowatt-hours of clean electricity annually. This output is anticipated to save approximately 467,000 tons of coal and reduce carbon dioxide emissions by around 1.271 million tons each year.

Li Hao, the deputy general manager of CHN Energy Longyuan Power's Hainan branch, highlighted that this marks the first deployment of 14-megawatt single-unit turbines. He elaborated on the advanced technologies being utilized, such as horizontal directional drilling and drone-assisted surveys, which are designed to minimize the impact on marine biodiversity and protect the seabed ecosystem.

China's offshore wind power sector is gaining new competitive advantages globally. Notably, the installation of a 20-megawatt offshore wind turbine has set a world record for the largest single-unit capacity installed in a marine environment, showcasing China's technological prowess.

Moreover, the first-ever 16-megawatt floating offshore wind turbine has successfully completed its integrated assembly, featuring an impressive impeller diameter of 252 meters. The advancements within China's offshore wind technology are setting global benchmarks, as indigenous innovations continue to break new ground, with floating offshore wind power now in the testing and demonstration phases.

The National Energy Administration (NEA) recently reported that as of the end of February, China's installed wind power capacity reached 650 million kilowatts, reflecting a 22.8 percent increase year-on-year. China's cumulative offshore wind power capacity has exceeded 47 million kilowatts, confirming its status as the world's leader for the fifth consecutive year.

Coastal regions are rapidly advancing their offshore wind power industrial chains, establishing major bases that include manufacturing of wind turbines, supporting equipment, construction and installation, as well as operation and maintenance services, as reported by the People's Daily.

For example, Yancheng in East China's Jiangsu Province accounts for approximately 40 percent of the national total for offshore wind turbine assembly, alongside 20 percent of the nation's blade production. Meanwhile, in Shantou, South China's Guangdong Province, authorities are investigating various utilization models, including the potential integration of offshore wind power with hydrogen and ammonia production to create a premier manufacturing cluster for high-end wind equipment.

With technological breakthroughs and improved economic feasibility, China's cumulative installed offshore wind power now constitutes over half of the global total, underscoring its significant influence in the renewable energy landscape.

Looking ahead, under the 15th Five-Year Plan for 2026-2030, China plans to establish offshore wind power bases across crucial marine areas such as the Bohai Sea, Yellow Sea, East China Sea, and South China Sea. There is a strategic focus on developing deep-water and far-offshore wind power, with anticipations that grid-connected offshore wind power capacity will surpass 100 million kilowatts.

An official from the NEA's Department of New Energy and Renewable Energy emphasized that future initiatives will aim to enhance policy support for the exploration of deep-water and far-offshore wind power, with an emphasis on standardized and orderly development. The immediate goal is to prioritize the launch of several key deep-water and far-offshore wind energy projects, which are essential for continued progress in this vital sector.
