Beijing Unveils 28 Priorities to Improve Business Climate by 2026

On Tuesday, the Beijing municipal government unveiled a comprehensive set of guidelines aimed at optimizing the city's business environment. This ambitious framework includes 28 key priorities designed to fully unleash the potential of business entities and strongly support high-quality development.

Beijing's initiative marks it as one of the latest local governments in China to commit to enhancing the business climate, mirroring the country's broader efforts towards modernization.

The outlined priorities touch on various critical aspects such as precise empowerment, market fairness, government convenience, legal protection, and open cooperation. These tasks span multiple areas, including improving access to financing, providing talent services, enhancing consumption scenarios, enforcing anti-monopoly regulations, and managing data elements to promote cross-border trade.

In an effort to facilitate corporate financing, Beijing is encouraging banks to increase loan disbursements to technology-driven, asset-light companies, and expand financing avenues through intellectual property pledges.

Additionally, the city is set to bolster its support for young entrepreneurs by allocating one million square meters of dedicated entrepreneurial space. It plans to expand its youth apartment pilot program, ensuring funding for the development of 10,000 apartments aimed at attracting young talent.

Beijing's initiatives are not undertaken in isolation; for instance, East China's Shandong Province has recently announced similar measures aimed at promoting fair market competition, enhancing the social credit system, and addressing challenges associated with competitive pressures.

Shandong's measures will include strict actions against for-profit compensation claims, the introduction of innovative financial services for businesses, and the expediting of processes for companies looking to go public. Furthermore, the province will strengthen data element protection, regulate bidding processes, and standardize government procurement.

On February 2, Guangdong Province also adopted comparable measures, prioritizing the enhancement of resources such as land, talent, and data to improve its business landscape.

These measures include supporting phased payment options for land premiums on industrial projects, allowing only 50 percent of the premium to be paid upfront, while the remaining balance can be settled without interest within a year.

The business environment has been a focal point for the government in recent years due to its crucial role in stimulating consumption and promoting a unified national market. This has driven local governments to adopt policies aimed at improvement.

The emphasis on enhancing the business environment is further underscored in China's development blueprint for 2026-2030, recently approved by national lawmakers. This plan specifically calls for ongoing improvements to create a market-oriented, law-based, and international business climate.
