Hainan Launches AI Plus Plan to Boost Aerospace Industry

The provincial government of Hainan, located in South China, has unveiled an ambitious action plan aimed at bolstering its aerospace sector through an initiative dubbed "AI Plus." This plan, set to be implemented from 2026 to 2028, seeks to leverage artificial intelligence to transform operations and support the burgeoning rocket manufacturing industry.
This initiative represents a significant step forward following the 2026 Government Work Report, which underscored the necessity of utilizing AI innovations across various industrial sectors, including aerospace.
The action plan outlines specific applications of artificial intelligence in areas such as satellite launch safety control, intelligent processing of satellite data, and the inspection of aerospace-related manufacturing processes, all while aiming to streamline launch procedures and enhance the efficiency of satellite data interpretation.
A major focus within this plan is the creation of an intelligent digital twin system for launch sites, which will enable AI-assisted decision-making throughout the entire rocket launch process. In addition, the development of intelligent fault recognition systems and risk early-warning models will enhance pre-launch risk management.
AI technologies will also be crucial in integrating multi-source remote sensing data and intelligent processing, while an international satellite data trading service platform is set to be established. This undertaking will contribute to the formation of a comprehensive "super brain" for the rocket industrial cluster, aimed at improving digital management of the manufacturing process and facilitating smart supply chains.
Construction efforts for China's first commercial space launch site, the Hainan commercial spacecraft launch site, are ongoing. These efforts are part of a broader strategy to reinforce Hainan's competitive edge in the commercial aerospace market.
The "AI Plus" initiative is not restricted to the aerospace field alone; it will also extend its reach to other significant industries in Hainan, including deep-sea exploration, seed breeding, and the low-altitude economy. It is additionally poised to impact areas such as disaster prevention and tourism.
By the end of 2026, Hainan aims to introduce four or five demonstration projects showcasing the application of AI, as well as generate several valuable industry datasets and commercialize two or three advanced large-scale AI models. These measures are expected to significantly enhance the competitiveness of Hainan's AI sector.
Looking further ahead, by the conclusion of 2028, the province plans to ensure that its computing power aligns with industry requirements, fully tap into data potential, establish high-level AI innovation platforms, and nurture a selection of highly competitive enterprises as outlined in the action plan.
Overall, the implementation of the "AI Plus" plan is poised to herald a new era for Hainan's aerospace sector, promoting innovation and establishing the province as a hub for advanced technology and manufacturing.
