CCCME Opposes EU Probe Into Chinese Wind Power Firms

The China Chamber of Commerce for Import and Export of Machinery and Electronic Products (CCCME) has expressed strong opposition to the European Commission's recent decision to initiate an in-depth investigation into a Chinese wind power company, under the framework of the Foreign Subsidies Regulation (FSR). The CCCME is urging the EU to foster a fair and unbiased market environment for Chinese enterprises involved in green energy.

The CCCME's concerns stem from the European Commission's ongoing scrutiny of Chinese firms, as evidenced by a similar investigation launched into a Chinese security inspection equipment company last December. In a statement released via its official WeChat account, the CCCME voiced its significant alarm regarding these developments.

Since the enforcement of the FSR, Chinese businesses have faced increasing numbers of investigations from the EU. The CCCME has criticized these actions for laying out overly broad definitions of subsidies, employing ambiguous criteria for determinations, reversing the burden of proof, and lacking procedural legitimacy and transparency.

These discriminatory practices by the EU are perceived to have severely impacted the credibility and operational integrity of Chinese firms in Europe. Furthermore, they are seen as dampening the willingness of these firms to make investments in the EU market, obstructing green industrial advancements within the region, and undermining overall China-EU industrial cooperation.

Chinese enterprises, especially in the wind power sector, have made substantial strides in penetrating the European marketplace through continuous innovation and a well-integrated industrial and supply chain. Their efforts have significantly contributed to Europe's ecological transformation and to addressing global climate challenges. The CCCME asserts that immense potential exists for further collaboration in green energy and digital infrastructure between China and the EU.

The CCCME is calling for the EU to adopt a fair and unbiased perspective, encouraging careful consideration before employing unilateral investigative measures. It advocates for a predictable and equitable business environment that supports Chinese enterprises operating within the EU, emphasizing the need for cooperative efforts towards sustainable global development.

According to the EU's official communication, the investigation will thoroughly evaluate Goldwind Science & Technology Co., Ltd.'s operations involving the production and sale of wind turbines, as well as related services in the European market.

A spokesperson for China's Ministry of Commerce emphasized the country's commitment to addressing discrepancies through dialogue and expressed opposition to the politicization of economic and trade issues. The spokesperson reiterated calls for the EU to rectify its practices and establish a fair market atmosphere for cooperation.
