China's Digital Product Sales Surge with New Subsidy Support

The Ministry of Commerce (MOFCOM) reported on Thursday that the subsidy initiative for mobile phones and other digital products has successfully exceeded 50 million units in sales since the program commenced in January. This substantial take-up rate highlights the growing consumer interest in upgrading digital devices amidst favorable financial incentives.

As of Thursday, a total of 48.848 million consumers have purchased 51.483 million mobile phones and various digital products, contributing to impressive sales worth 143.26 billion yuan, equivalent to around 19.89 billion dollars. These numbers underscore the significant impact the action plan is having on consumer spending in the technology sector.

In the first four months of this year, retail sales of communication equipment surpassed previous expectations, showing a 25.4 percent year-on-year increase among designated categories. This impressive growth rate is the highest among 16 major categories of consumer goods, indicating a robust demand for communication technology, especially among younger consumers.

The MOFCOM's data reveals that consumers aged 20 to 40 represent the majority of this market, accounting for 62.8 percent of new mobile phone purchases. Their engagement demonstrates a clear trend toward premium products, driven by recent subsidy policies that have shifted the consumption pattern towards middle and high-end digital devices.

Third-party insights substantiate that the active subsidy programs have borne fruit, leading to notable growth in the sales of higher-priced mobile phones. Specifically, devices priced between 2,000 and 4,000 yuan saw a 13 percent year-on-year sales increase, while the segment priced between 4,000 and 6,000 yuan surged by a remarkable 43 percent.

Examining regional data, Dongguan in Guangdong Province serves as a case study; this area, recognized for its electronic information manufacturing prominence, exhibited a staggering 75.3 percent increase in retail sales of communication equipment from January to April 2025, with sales jumping 97.5 percent in April alone. Such figures highlight the localized impact of subsidy policies.

The action plan, unveiled on January 15, delineates extensive subsidy measures applicable to consumers purchasing new smartphones and other digital products, including both domestic and international brands. This broad scope of the plan points to an inclusive approach aimed at stimulating market activity.

Under the framework, consumers acquiring smartphones, tablets, smartwatches, or wristbands priced below 6,000 yuan will benefit from a subsidy of 15 percent of the product's sales price. Each individual is eligible for a maximum subsidy of 500 yuan per item, with restrictions allowing one subsidized item per category.

Moreover, this initiative is part of a larger strategy. MOFCOM and partner agencies have also introduced a home appliance subsidy plan this year, expanding the number of applicable categories from eight in 2024 to twelve in 2025. Such efforts illustrate a comprehensive drive towards bolstering consumer protection and stimulating diverse segments of the economy.
