China Accelerates High-Quality Development in National Development Zones

BEIJING, May 23 (Xinhua) -- China's Ministry of Commerce has unveiled a strategic work plan aimed at advancing reform and innovation within the nation's state-level economic and technological development zones. This initiative is part of a broader effort to enhance high-quality development through a high-standard opening-up strategy.
The Ministry emphasized that the development zones play a crucial role in facilitating China's reform and opening up. The work plan positions these zones as trailblazers in the reform process, underscoring the necessity to refine institutional frameworks and mechanisms that support high-standard opening practices.
To boost the quality of foreign investment, the plan calls for prioritizing foreign-funded projects in key sectors such as integrated circuits, biomedicine, and advanced equipment manufacturing. These projects are to be included on a list of major foreign investment initiatives, reflecting a targeted approach to attracting valuable capital.
Moreover, the plan advocates for development zones to strengthen ties with prominent global investors and financial institutions. This includes utilizing trade promotion platforms and organizing overseas delegations aimed at drawing foreign capital into these pivotal economic areas.
In conjunction with investment strategies, the work plan also promotes diversification and innovation in foreign trade. It supports the establishment of bulk commodity trading centers, global distribution hubs, and international logistics centers within qualified development zones, enhancing their operational capabilities.
The importance of collaboration is further emphasized, with the plan urging these zones to act as open platforms for international cooperation. Engagement under multilateral and bilateral frameworks is particularly encouraged in emerging domains like green development, the digital economy, and the marine economy.
