China Approves Rare-Earth Export Applications, Promises More Dialogue

In a bid to address international concerns regarding its export controls on rare earth elements, China has reiterated the dual-use nature of these materials, which serve both civilian and military purposes. A spokesperson for China's Ministry of Commerce (MOFCOM) emphasized that the implementation of these controls is in line with established international practices.
The MOFCOM has clarified that China's enforcement of export regulations on rare earths is a lawful measure aimed at protecting national security and upholding its international obligations, including non-proliferation commitments. This approach underscores China's ongoing commitment to fostering global peace and regional stability.
As industries like robotics and new energy vehicles continue to expand, there is a burgeoning global demand for medium and heavy rare earths within civilian sectors. In light of this demand, the MOFCOM has stated that it remains cognizant of the legitimate needs and concerns of foreign nations.
The review process for export license applications related to rare earths is conducted rigorously, adhering to laws and regulations. The ministry has approved several compliant applications in the past and aims to further enhance the approval process for future requests.
In its latest statements, China has expressed readiness to strengthen communication and dialogue with affected countries regarding its export control policies, thereby facilitating smoother and more compliant trade relations.
Foreign Ministry spokesperson Lin Jian has further clarified that China's export control measures are designed to be consistent with international norms. These measures are said to be non-discriminatory and not aimed at any specific nation.
