China's FM on G7 Rare-Earth Export Controls Inquiry

During a recent press briefing, Chinese Foreign Ministry spokesperson Guo Jiakun addressed the comments made by European Commission President Ursula von der Leyen at the G7 summit. Von der Leyen highlighted that China's export controls on rare earth elements were a critical topic at the inaugural meeting of the China-US economic and trade consultation mechanism, and emphasized that this issue is a priority for the G7.

When questioned about China's potential engagement with the G7 regarding export controls, Guo referred the matter to the appropriate Chinese authorities, indicating a level of procedural clarity in addressing international concerns about export policies.

Guo further underscored that China follows a responsible and non-discriminatory approach in its export practices, highlighting the importance of accommodating the legitimate needs and concerns of other countries. This statement aligns with China's regulatory framework concerning export licenses.

He explained that due to the dual-use nature of rare earth-related items, China's export control measures are consistent with international norms and are not designed to target any specific nation. This position reflects China's commitment to maintaining a cooperative stance in global trade.

In addition, Guo expressed China's willingness to enhance dialogue and collaboration with relevant countries and regions concerning export controls. He emphasized the importance of upholding World Trade Organization rules and the multilateral trading system to ensure the stability of the global economic framework.
