China's FM Addresses Future of Rare-Earth Export 'Green Channels'

In a recent development regarding China's export policies, the Chinese Foreign Ministry addressed questions about the potential for opening 'green channels' for the export of rare-earth minerals and magnets. This inquiry followed China's announcement over the weekend outlining its willingness to expedite exports to Europe.
During a press conference on Monday, Foreign Ministry spokesperson Lin Jian suggested that inquiries about possible 'green channels' to the United States should be directed to the relevant Chinese authorities. He noted that the Ministry of Commerce had already provided information pertaining to China's existing export control measures.
Concerns have been raised about China's export controls on rare earths, prompting a statement from the Ministry of Commerce (MOFCOM). The ministry clarified that rare earths possess both civilian and military applications and asserted that the enforcement of export controls is in line with international standards.
The MOFCOM emphasized that these measures are implemented legally to safeguard national security and interests, while also fulfilling international obligations related to non-proliferation. This stance underlines China's commitment to promoting world peace and enhancing regional stability.
As industries such as robotics and new energy vehicles evolve, the global demand for medium and heavy rare earths continues to rise. In recognition of this demand, China seeks to responsibly manage its resources by considering the legitimate needs and concerns of other nations.
To that end, the approval process for export licenses related to rare earths has been conducted with due diligence. China has, in accordance with its laws and regulations, greenlighted numerous compliant applications and remains committed to strengthening this approval process going forward.
